What legislative measures can be take to help movement towards the "greening" of America?

It's for a scholarship I'm doing. I have some ideas, (subsidies for owners that use renewable energy, increased petroleum regulations for car manufacturers, etc.) but I would like some more. Also, if you know of any legislation that was ped that has to deal witht his subject, that would be greatly helpful.
